Simply because the Tizen smartphone Samsung might be able to perform some of these Android apps . Indeed, Tizen Experts reported that the first Tizen smartphone from Samsung will be able to do so.

Unlike BlackBerry 10, or Sailfish OS Jolla, Tizen does not offer support for Android apps natively in the operating system. But Samsung would have used the product Application Compatibility Layer (ACL) OpenMobile so that Android applications run on the Samsung Z1 smartphone. OpenMobile developed its application ACL to run Android apps on other platforms for some years.
More attractive with Android Apps
To use the technology on the Samsung Z1, you'll just need to find an Android application you want to install the Tizen Store, and when you install it you will be prompted to install LCD simultaneously.
Although all Android apps do not work with ACL, a number of popular applications such as WhatsApp, will be able to run on the Samsung Z1, even if developers actually have not brought their application to run on Tizen .
This is certainly one way to make the new mobile operating system more useful. A better way would probably attract more developer community to create native applications. But there is the problem of the chicken and the egg. As long as there is not a significant number of people using smartphones Tizen, there is no reason that developers create applications ... and vice versa.
