For now, some tracks appear to refer France or Canada, because of some traces in the source code, which is written in the language of Molière.
Casper is a ghost, it's also a malware
The malware Babar was used as part of some operations in Syria and from the documents stolen by former consultant to the NSA Edward Snowden, the authorship of this very specific malware seems to be attributed to France. We find the first traces of Babar in 2014 on the Syrian territory. Malicious software is pretty close to Casper Babar and would be able to play with the virus without being noticed.
Casper can outsmart antivirus methods of recognition, establishing a strategy for each machine configuration. For the experts at ESET, " the possibilities offered by this feature show in-depth knowledge of the behavior of the various antivirus detections . "
Casper the malware is able to work invisibly on the target PC, then contact a Command & Control server in order to have new instructions to run on the machine. It transfers the maximum information on the targeted computer to unknown locations, since it seems that the server is offline. According to a specialist at ESET, it appears that to penetrate computers, Casper uses this flaw in Adobe Flash Player, a software application used by almost all browsers.
